Computer surveillance – Confidential

Computer and network surveillance is the monitoring of computer activity and data stored locally on a computer or data being transferred over computer networks such as the Internet. This monitoring is often carried out covertly and may be completed by governments, corporations, criminal organizations, or individuals. It may or may not be legal and may or may not require authorization from a court or other independent government agencies. Computer and network surveillance programs are widespread today and almost all Internet traffic can be monitored.

Surveillance allows governments and other agencies to maintain social control, recognize and monitor threats or any suspicious or abnormal activity and prevent and investigate criminal activities. With the advent of programs such as the Total Information Awareness program, technologies such as high-speed surveillance computers and biometrics software, and laws such as the Communications Assistance For Law Enforcement Act, governments now possess an unprecedented ability to monitor the activities of citizens.

Dangerous Goods (UK) – HAZMAT Class 1 Explosives
HAZMAT Class 1, based on the UNO Hazard Class and Division system, indicates Explosives, which are any substance or article, including a device, which is designed to function by explosion or which, by chemical reaction within itself is able to function in a similar manner even if not designed to function by explosion (unless, in the US, the article is otherwise classed under a provision of 49CFR). An explosion is a type of spontaneous chemical reaction that, once initiated, is driven by both a large exothermic change (great release of heat) and a large positive entropy change (great quantities of gases are released) in going from reactants to products, thereby constituting a thermodynamically favorable process in addition to one that propagates very rapidly. Thus, explosives are substances that contain a large amount of energy stored in chemical bonds. The energetic stability of the gaseous products and hence their generation comes from the formation of strongly bonded species like carbon monoxide, carbon dioxide, and (di)nitrogen, which contain strong double and triple bonds having bond strengths of nearly 1 MJ/mole. Consequently, most commercial explosives are organic compounds containing -NO2, -ONO2 and -NHNO2 groups that, when detonated, release gases like the aforementioned (e.g., nitroglycerin, TNT, HMX, PETN, nitrocellulose).

An explosive is classified as a low or high explosive according to its rate of burn: low explosives burn rapidly (or deflagrate), while high explosives detonate. While these definitions are distinct, the problem of precisely measuring rapid decomposition makes practical classification of explosives difficult.

Dangerous Goods (UK) – HAZMAT Class 2 Gases

Gases which are compressed, liquefied, or dissolved under pressure as detailed below.
Some gases have subsidiary risk classes, poisonous or corrosive.

  • 2.1 Flammable Gas: Gases which ignite on contact with an ignition source, such as acetylene and hydrogen.
  • 2.2 Non-Flammable Gases: Gases which are neither flammable nor poisonous. Includes the cryogenic gases/liquids (temperatures of below -100°C) used for cryopreservation and rocket fuels, such as nitrogen and neon.
  • 2.3 Poisonous Gases: Gases liable to cause death or serious injury to human health if inhaled; examples are fluorine, chlorine, and hydrogen cyanide.

Dangerous Goods (UK) – HAZMAT Class 3 Flammable liquids
A flammable liquid is a liquid with flash point of not more than 60.5°C (141°F), or any material in a liquid phase with a flash point at or above 37.8°C (100°F). Flammable liquids included in Class 3 are included in one of the following packing groups:

  • Packing Group, I, if they have an initial boiling point of 35°C or less at an absolute pressure of 101.3 kPa and any flash point, such as diethyl ether or carbon disulfide.
  • Packing Group II, if they have an initial boiling point greater than 35°C at an absolute pressure of 101.3 kPa and a flash point less than 23°C, such as gasoline (petrol) and acetone; or
  • Packing Group III, if the criteria for inclusion in Packing Group I or II are not met, such as kerosene and diesel.

Dangerous Goods (UK) – HAZMAT Class 4 Flammable solids

  • 4.1 Flammable Solids: Solid substances that are easily ignited and readily combustible (nitrocellulose, magnesium, safety or strike-anywhere matches).
  • 4.2 Spontaneously Combustible: Solid substances that ignite spontaneously (aluminum alkyls, white phosphorus).
  • 4.3 Dangerous when Wet: Solid substances that emit a flammable gas when wet or react violently with water (sodium, calcium, potassium, calcium carbide).

Dangerous Goods (UK) – HAZMAT Class 5 Oxidizing agents and organic peroxides
An oxidizer is a chemical that readily yields oxygen in reactions, thereby causing or enhancing combustion.

5.1 Oxidizing agents other than organic peroxides (calcium hypochlorite, ammonium nitrate, hydrogen peroxide, potassium permanganate).
5.2 Organic peroxides, either in liquid or solid form (benzoyl peroxides, cumene hydroperoxide).
Division 5.1: Oxidizers

A solid material is classed as a division 5.1 material if, when tested in accordance with the UN Manual of Tests and Criteria, its mean burning time is less than or equal to the burning time of a 3:7 potassium bromate/cellulose mixture.

A liquid material is classed as a division 5.1 material if, when tested in accordance with the UN Manual of Tests and Criteria, it spontaneously ignites or its mean time for a pressure rise from 690 kPa to 2070 kPa gauge is less than the time of a 1:1 nitric acid (65 percent)/cellulose mixture.

Division 5.2: Organic Peroxides
An organic peroxide is any organic compound containing oxygen (O) in the bivalent -O-O- structure and which may be considered a derivative of hydrogen peroxide, where one or more of the hydrogen atoms have been replaced by organic radicals, unless any of the following paragraphs applies:

The material meets the definition of an explosive as prescribed in subpart C of this part; in which case it must be classed as an explosive;

The material is forbidden from being offered for transportation according to 49CFR 172.101 of this subchapter or 49CFR 173.21;

The Associate Administrator for Hazardous Materials Safety has determined that the material does not present a hazard which is associated with a division 5.2 material;

Dangerous Goods (UK) – HAZMAT Class 6 Toxic and infectious substances

  • 6.1a Toxic substances which are liable to cause death or serious injury to human health if inhaled, swallowed or by skin absorption (potassium cyanide, mercuric chloride).
  • 6.1b (Now PGIII) Toxic substances which are harmful to human health (N.B this symbol is no longer authorized by the United Nations) (pesticides, methylene chloride).
  • 6.2 Biohazardous substances; the World Health Organization (WHO) divides this class into two categories: Category A: Infectious; and Category B: Samples (virus cultures, pathology specimens, used intravenous needles).

Poisonous material is a material, other than a gas, known to be so toxic to humans that it presents a health hazard during transportation.
Division 6.1: Poisonous material is a material, other than a gas, which is known to be so toxic to humans as to afford a hazard to health during transportation, or which, in the absence of adequate data on human toxicity:

Is presumed to be toxic to humans because it falls within any one of the following categories when tested on laboratory animals (whenever possible, animal test data that has been reported in the chemical literature should be used):

Oral Toxicity: A liquid with an LD50 for acute oral toxicity of not more than 500 mg/kg or a solid with an LD50 for acute oral toxicity of not more than 200 mg/kg.

Dermal Toxicity. A material with an LD50 for acute dermal toxicity of not more than 1000 mg/kg.

Inhalation Toxicity: A dust or mist with an LC50 for acute toxicity on inhalation of not more than 10 mg/L; or a material with a saturated vapor concentration in air at 20 °C (68 °F) of more than one-fifth of the LC50 for acute toxicity on inhalation of vapors and with an LC50 for acute toxicity on inhalation of vapors of not more than 5000 ml/m³; or
Is an irritating material, with properties similar to tear gas, which causes extreme irritation, especially in confined spaces.

Division 6.2: Biohazards.

Dangerous Goods (UK) – Class 7 RADIOACTIVE YELLOW III label (LSA-III)

  • Radioactive substances comprise substances or a combination of substances which emit ionizing radiation (uranium, plutonium).

Dangerous Goods (UK) – HAZMAT Class 8 Corrosive substances

  • Corrosive substances are substances that can dissolve organic tissue or severely corrode certain metals:

8.1 Acids: sulfuric acid, hydrochloric acid
8.2 Alkalis: potassium hydroxide, sodium hydroxide

A corrosive material is a liquid or solid that causes full thickness destruction of human skin at the site of contact within a specified period. A liquid that has a severe corrosion rate on steel or aluminum based on the criteria in 49CFR 173.137(c)(2) is also a corrosive material.

  • DGR, Explosive material, RDX, PETN, HMX, Nitrocellulose, Acetone peroxide, C-4

COFDM/Orthogonal frequency-division multiplexing

Orthogonal frequency-division multiplexing (OFDM) is a method of encoding digital data on multiple carrier frequencies. OFDM has developed into a popular scheme for wideband digital communication, used in applications such as digital television and audio broadcasting, DSL Internet access, wireless networks, power line networks, and 4G mobile communications. OFDM is a frequency-division multiplexing (FDM) scheme used as a digital multi-carrier modulation method. Many closely spaced orthogonal sub-carrier signals are used to carry data on several parallel data streams or channels. Each sub-carrier is modulated with a conventional modulation scheme (such as quadrature amplitude modulation or phase-shift keying) at a low symbol rate, maintaining total data rates like conventional single-carrier modulation schemes in the same bandwidth.
